Like when he hovered around charging his shot long enough that Sanji could come up and intercept him.
Or when he pauses to chat with VP after kicking Snakeman giving Luffy the time to seize him.
He also missed his shots against VP too despite having a great aim at MF.
And he only killed VP after Saturn stabbed him.
IIRC he also tried keeping Bonney and Sento out of the fight by KO/BFR and only went after the latter on Saturn's orders afterwards.
Either he was conflicted or he had high ping.
