Oda also chose to skip Base Luffy vs Kizaru and show us how Kizaru negged Snakeman Luffy, after which he immediately used G5 and then kept up with Kizaru.

It is not possible for Base or even Boundman Luffy to compete with characters that hit a certain speed level.
