Yeah probably, Gear 4 transformation is a waste of stamina if he can use its attacks without needing to change his whole body

I think it's safe to say Kaido was just the strongest high tier. He was the gateway into being a top tier putting Gear 5 Luffy as very low bottom of top tier.
