The thing is that once Oda is done introducing a new ability he doesn't focus much on it afterward. This even applied to base observation (who still very useful in a fight as seen in Skypea) where Oda emphasized that Luffy was using it in fishman island
But never made any mention of it afterwards til his fight against Katakuri. Like I don't remember it being mentioned in the fight against Doffy even though it's fair to assume he was using it.
One of the "issue" with One Piece powerscaling is that Oda isn't as autistic with his power system as other shonen authors where they make fights and the abilities used in them extremely explicit. What ultimately matters is how Oda wants readers to see the fights/power dynamics. You're not supposed to see Luffy as being nerfed from using whatever ability, but that his current base/G2 is simply not good enough against a old legend like Gaban, hence why he turns G5 out of frustration at the end and you even got Zoro jumping in.
Hell we have people arguing Luffy wasn’t using internal destruction in egghead.

I’d put money that Oda didn’t even remember that different levels of CoA even exist.

Oda think this his fandom is smart to use common sense to luffy tired many cards on opponents and try find new way if his power dont work . Unfortunately most fanbase , this luffy is nerfed because oda didn’t tell “Luffy use power X”.

Exactly why Luffy has been continuously using AdCoC since Wano. Oda has always done this, he introduces a Haki type and then is just inconsistent with when he feels like drawing it. He only drew it in Wano to introduce the concept to the readers, now AdCoC is being used for all big moments/attacks.

Yea in this case though, those other shonen authors are far superior to Oda. One Piece fights have become a discussion about the thickness of impact lines which is the sorriest state I have seen any fandom in, that's all on Oda.

Nah, he remembers details and brings them back from decades ago. He just doesn’t give a fuck about being consistent with the haki and whatnot. This isn’t like JJK where characters explains their every step in a fight

There's no doubt in my mind that this fandom pay more attention about the different variation of haki than Oda ever did
Dude will draw COA users like Ulti with black lightning just because lmao

To Oda's defense I don't think he draws his manga with battledome in mind, not that he doesn't care about powerscaling but he clearly likes having some freedom when it comes to fights.
