How strong was Prime Gaban ?

At this stage in the story, it only makes sense Luffy has his FS on in every combat situation unless he's clearly enraged. He's a Yonko. Shanks, in a calm situation, had a 10 second FS turned on against Kidd for example. It doesn't make sense for Luffy to purposely not use it this late into the story in a combat situation against a legend on the same standing as Roger and Rayleigh
that is fandom cope being plague for years. People cause Luffy didn’t use future sight as reason why kaido one shot luffy in act 1 wano.

Luffy not using Acoc is new Luffy is not using future sight at wano arc.
 
The default assumption should always be that FS is active in a situation that specifically demands it and Luffy isn't emotionally compromised.

For example, if Luffy is having trouble with tagging an opponent in a prolonged exchange, we have to assume and it is the most logical assumption that FS was at play at some point (again as long as he's relatively calm).

If the goal is to grab the key from Gaban and regular CoO is clearly not working with Gaban having the clear CoO and speed advantage, it simply makes little narrative sense to assume that Luffy would refrain from using advanced precognition and simply got outsped on purpose the entire time, especially since after failing he decides to tap into awakening which means he's clearly attempting to up his speed and stats, the difference being he always has access to FS in any mode.

Once or twice is ok in my book, we don't have to assume FS was used. It really depends how dragged this game of tag is, if Luffy is using gear 2 it will all but cement to me that FS was likely used as well.
The thing is that once Oda is done introducing a new ability he doesn't focus much on it afterward. This even applied to base observation (who still very useful in a fight as seen in Skypea) where Oda emphasized that Luffy was using it in fishman island. (and pre-ts he was emphasizing it every time a character used it)
But never made any mention of it afterwards til his fight against Katakuri. Like I don't remember it being mentioned in the fight against Doffy even though it's fair to assume he was using it.
One of the "issue" with One Piece powerscaling is that Oda isn't as autistic with his power system as other shonen authors where they make fights and the abilities used in them extremely explicit. What ultimately matters is how Oda wants readers to see the fights/power dynamics. You're not supposed to see Luffy as being nerfed from using whatever ability, but that his current base/G2 is simply not good enough against a old legend like Gaban, hence why he turns G5 out of frustration at the end and you even got Zoro jumping in.
