It's possible that wasn't Conqueror's haki, but I think Gaban has it regardless it. We'll get confirmation on the future. Hopefully Sanji unlocks it this arc against the kirin guy or against Pizarro (Corrupt King vs Mr Prince seems pretty fitting). I think by the time he faces Kizaru, he should already have it if Oda wants him to.

Same logic applies to Usopp vs. Van Augur, Chopper vs. Doc Q, Zoro vs. Shiryu, and Jinbe vs. Burgess.
Robin and Franky will fight Devon and Wolf for obvious reasons.
Pizarro is a former king from the North Blue, and I think he's the strongest after Shiryu.

Katakuri is actually a very good candidate for AdCoC. In order to protect his family he is willing to go above and beyond. The one thing holding him back is his respect for hierarchy (Big Mom and even to some extent Perospero).

Regarding Ulti I do think she has the prerequisite as well. Her showing was not less than Luffy or Kidds in regards to defying yonko despite overwhelming odds. She is one of the strongest in the entire series at age 20 or whatever it was, especially amongst the females.

So those 2 in my view are absolutely CoC candidates and even AdCoC. Check my previous posts where I've stated this since I don't know how many years back.

These panels are irrelevant now and outdated. CoC looks the exact same, default assumption post CoC reveal is if we see haki flow through the attack prior to landing and big enough streaks remain post landing, it's CoC.

Garp and Kaidou's CoC strikes looked damn near the same as the above, the difference rn is those were clashes, whereas Kaidou, Garp, Gaban, and even Coby i'd say didn't need to clash with anyone.

Neither Gaban's role nor his reputation require him to have CoC, idk why you would think otherwise, even if Gaban is an equal to Rayleigh.

That's just what Sanji fans want because they want Sanji to have CoC. I've made the argument Sanji is the most ideal king in the series and should have CoC, but I'm not letting that cloud my judgment.

Maybe Gaban does have CoC and shows it off later, maybe he just doesn't have it.

To actually answer question in the poll - Sanji is a protector.

I have no doubt he has already sensed the Holy Knights, he should be the first one there to stop them, but he'll probably be on his own when he does. Now would be a good time.

More than just CoC though, I want to see how his exoskeleton holds up. He didn't get it to use it that much after completing his awakening.
