There was a early-draft that Shanks would be a knight, thus Shamrock, I dare say the plot of Loki was already planned too, Elbalf is one of those plots Oda had planned way before, even before the Warlords became a thing, wich expanded the story

he just adapts to the current scenario

So how I think this arc plays out

HKs group kidnap the kids and Robin (Sanji and Jinbe job to the HKs)

Luffy’s group goes to release Loki, he’s in critical condition

HK group needs to wait for their ships to arrive, request back up and the entire group is going to elbaf

SHs learn of the news and prepare for a battle, gives time for Loki to heal and assist in battle

HKs vs SHs + Loki

SHs meet with Gaban at the end of the arc for the final poneglyph

There’s probably a lot more with Kid, Urouge and Bonney but I think that’s basically the roadmap

BTW I don't understand how gaban could be the weakest top tier according to people. Living in the strongest nation in the world, literally being hyped for his strength in his introduction chapters. Also the narrative purpose of him being at elbaf itself.

None of that makes him not the weakest but you wouldn’t be a fan of Sanji if you didn’t like grasping at straws . He has the worst potrayal of any old gen by far

I'm confident we will see this man's bad side throughout this arc. I can only imagine that a plot including his son will keep him out for most of the arc. A top tier ally is just too OP, we need stakes.

I think what’ll keep him out is that everything happening is just a test for Gaban. Gaban will be able to fix it all, but he won’t because he wants Luffy to prove himself

Tbh ever since Ennies lobby I’ve figured Oda would connect the two and then once we saw WCI I was convinced we’d fight WG opponents in Elbaf.

Maybe, just maybe he goes back to writing arcs like preskip when he still had a plan on what to do with the story. It's endgame time and the filler yonko saga is long over

I'm not sure you know. If anyone is gonna unlock it the way Luffy did, I think it'd be Usopp.
With Sanji, I reckon he'd prolly just manifest it organically when he's attacking out of rage or something.

The thing is I don't recall moments where Coc was unlocked by their vessels organically besides them being in a dire situaiton where they are protecting someone or themselves.
Other users have only been introduced being able to wield that ability and without really narrating how they unlocked it.

Even in Zoro's case assuming he unlocked it before hand; he only used it in an extremely dire situaiton.
