But again, oden was just known as a samurai from Wano who became a pirate. Majority of Samurai in Wano wanted nothing to do with him, and he wasn't even the ruler at the time. I'm not even sure if the WG would know his family ruled Wano

I think Gaban having 3.8B-3.9B and Rayleigh 4B-4.2B could fit very well.
Oden is probably around 2.5B to 3B since he was not a pirate for a long time, unlike Gaban and Rayleigh.
Still a beast but still under 3B if I could bet.
People overhype and overrate him for no reason other than Shanks and Zoro, Shanks carries him without Shanks Hawk has nothing but being Zoro's final fight( we asssume final fight anyway)
