He's a rival in the sense every Worst Gen captain is his rival. As in, they are competing for the One Piece and only one can make it. He even seemed worthy of taking of Luffy during his introduction and they have posed side to side from time to time (but then again, so has Zoro on other scenes).
But Oda has fumbled him so hard so far that it's hard to see their rivalry actually working as a power level argument. With the Nika stuff I'd even go as far as to say it's impossible Kid can ever actually match Luffy again like Whitebeard matched Roger.
And of course as a Zoro fan I must also say Kid won't surpass Luffy's second.

Kid is a top 20 character, Shanks is barely above him in popularity but Oda didn’t care about the optics for Kidd in that moment. So it doesn’t matter that much.
The planned narrative will hold more weight, and Kidd’s narrative isn’t finished. He will come back as one of the strongest characters since he‘s a new gen leader. Law already alluded to what’s coming all the way back in Punk Hazard.
Kidd, Law and Luffy literally changed the course of history by beating Kaido/BM. All of that buildup won’t head to nothing imo. That was just the start of their legend.
