1st, this would cause some great tension.
2nd, this would break this DBZ kind of powerscaling mindset which several people developed over the years of reading OP when they believe, the one who punches harder is also stronger. Especially in Pre-TS, different sets of abilities were so crucial in deciding how a battle is played out. So it wouldn't be bad to see a similar outcome again.

Maybe his ability makes people feel his rage and creates infighting and riots? Fitting for destroying the world and a good foil to Luffys fruit
