If I had to guess what will happen, if Shamrock truly left and won't return, I think this arc will have two conflicts.

The first would be the conflict with Loki in which he maybe threatens Elbaf, maybe Loki goes to the Heaven World of Elbaf, and Luffy will have to also go there and fight against him.

The other conflict will be with the God's Knights trying to kidnap the children, in which I can see Zoro, Sanji, and maybe Usopp fighting against Sommers, Killingham, and Gunko.

Nah I don't think so. In Egghead there were outside threats that would've killed Lucci and Kaku.

Here Loki's fate is completely in the hands of Luffy and Zoro

I REALLY think this has something to do with the warning about staying too long on Elbaph guys.

Luffy more stubborn and impulsive than usual.
Zoro more cruel and forceful.
Sanji saying he'd protect Nami but gets lost in lust and doesn't notice her leave but does see Gerd.

Canon version of Baron Omatsuri. Except instead of spores turning them mean. Something removes their inhibitions.
 
Harald is one thing but i find it kinda hard to puzzle together how they even lying/misinterpreting his childhood
I think he genuinely resent people (maybe Elbaf blamed him his for his mother/jarul death/were afraid of him because of the prophecy about Harald being killed by his own son?) and that's why he befriended animals in his childhood. But I'm guessing out of pretty much nothing as we don't have anything from his POV.
