Charlotte Snack is one of Big Mom's children and a former commander, this guy has nothing but a record of Ls after Ls.
First he was defeated by Kid and forced to give him a copy of a road poneglyph.
Then he was defeated again by Urouge and was then demoted.
During the WCI arc, he finally makes his appearance towards the end of the arc but he doesn't get any notable introduction, instead he is just casually introduced along with a few of his unimportant siblings.
Now compare that to the introduction of Katakuri, Cracker, Smoothie, Perospero, Daifuku, and Oven.
In fact, Snack isn't even leading the army at Cacao Island, it's his brother Oven who is leading the army.
His bounty is revealed to be 600 Million which is not that bad, however his bounty is actually lower than even Perospero whose bounty is 700 million.
Snack also got an L from Judge, we see Snack on the Germa Kingdom ship confronting Judge, the fight is of course off screen but the next we see Judge he is bit bloodied but other than that perfectly fine.
As for Snack we don't see him at all, either Judge defeated him or simply knocked him off the Germa ship.
Snack's only purpose was to hype up Urouge and also have an excuse for Kid having a copy of Big Mom's road poneglyph.
