Yea—This is the one bit of info we have on Tobirama as Kage, nobody in the manga contradicts it.
So it’s canon. If kishi wanted to play it as duplicitous or untrue, he would’ve done more with either;
1. Tobirama’s history (which is left barren)
2. The conversation (but it moves right past this)
So we have no reason to think he’s wrong in his assessment of Tobirama. Not one.
He made the jutsu, used it for war, then passed away. Everything that happened with it afterwards has nothing to do with him
yes, he made an awful terrible jutsu on par with Orochimaru’s experiments then died.
This isn’t like atomic weaponry, there isn’t a reason to think anyone else would be inventing this jutsu. In fact nobody did, they had to use and improve the original instead of making their own.
