Usopp could be the natural counter to someone with a fear based ability though since he's always afraid. It'd be a nice call back to his fight with Perona and countering her because he's always negative lol

Maybe an EoS Usopp villain

A coward would actually get hard countered by Sommers. Since he could use their fears against them.

The true counter would be Usopp’s ideal, a brave warrior of the sea who fears nothing.

But Lsopp isn’t going to achieve that in Elbaf. He was literally useless in wano. My guess is Usopp reaches his all time low in Elbaf, with Oda redeeming him EoS. Sommers probably fodderizes Usopp and then uses his fears to capture the children.

Then in the final war, Usopp abandons his fears, beats Sommers, and saves the kids.

That's not fear. You need to up your reading comprehension skills. If you're implying that it's a pact then yeah, likely that pact will be fulfilled at some point, perhaps even now but it won't be the result of Zoro's fear being manifested.

Usopp's Perona fight says otherwise.

Oda will make a bullshit explanation that since Usopp is inconstant state of fear then fear based abilities have no effect on him.

Usopp will either defeat whichever the HK that has the fear manipulation ability, or Gunko nice she fears Nika and he'll somehow exploited that in some bullshit way to bring in the win same as his pseudo-fight wth Sugar back in dressrosa.
