Honestly, I don't see that case at all.

The thing is, that amount of seastone isn't nearly enough to restrain Loki's power that much which he has stated on Redon's summary. The giants (or Shanks??) made sure to put as much seastone chains and cuffs on Loki's body as possible.
 
Explain the lightning coming from the hammer that produces lightning?
It produces real lightning - that's the ability of the hammer unless Loki connected his own power into it.
The power of the hammer doesn't explain why we are seeing black lightning traits around the hammer.

Or maybe you can re-read the summary because Loki already explained how that amount of seastone cuff on his boot isn't remotely enough to restrain his powers completely.

They also wrapped it around his torso where his exposed skin was. Having it near you or touching something that you are touching does not work. Queen could touch sea stone with his mechanical body parts.

You shared the exact panel I’m referring to.

The cuff is around a boot that is not bent or warped by the cuff at all. It’s not touching his skin anywhere anymore, it is preventing him from transforming into a different shape and most importantly keeping him tied to the tree.

Yeah I guess that line does imply he can still use Haki.
