One example would be in Arlong Park where Luffy's body was still rubbery underwater and another one is in Fishman Island arc when he was using Elephant Gun on the kraken underwater despite Luffy stating the sea is draining his power.
The reason why Luffy was somehow unable to use Haki in Udon is that the seacuffs drained his power way too much but this Luffy shouldn't be used as a universal example to other characters, especially busted top tiers like Loki when Luffy wasn't even close to being a top tier in Udon.

Bros attack potency is massive insane, that is after Enel Raigo the biggest and strongest lighting attack we ever saw, even Big Mom fulgaro doesn't come close to that destructive lvl of power Loki swing with his hammer.
He could straight one shot Zoro/Sanji if he legit hit right on them with it...
Loki attack potency is massive, can't see even Kaido being on that(except Flaming Bagua which is his final move) is on that lvl.
And that is still Base Loki without his legendary df. Not gonna lie but I don't think there are many characters who have such a attack potency in One Piece...
Once Loki is free, shit will start going to spicy.
Imagine the damage he can do with his all out moves...
