Again.. Just look at King.
He was obviously supposed to be a Marco opponent, and he was even capable of being hurt by both Marco and Zoro while his flame was on.
Then, just a mere few chapters later, he's suddenly a god who can tank some of Zoro's strongest attacks and ragdoll the fuck out of him even though he was being matched, damaged and overwhelmed by Marco a little while ago.
Just like Oda made King to be stronger than he originally planned, he made Doffy weaker than he originally planned.

But King got clowned later on by Greenbull. Didn't even put a scratch on GB. So I don't think Oda ever changed the powerlevels of these people.

At least guys like Law and Kid could put some bruises on Big Mom and Blackbeard, who are even higher ranked than GB.

In terms of strength, that was what the battleship scene proved. Garp told him that any use of haki is prohibited so Kuzan was implied to reach that level of raw physical power as what a prime Garp can do.

Brannew’s line tells you all you need to know about Kuzan and Garp’s strength.

I think you're taking this stuff too seriously. You don't see the peak of someone's power by training or a skirmish. (I.E. Mihawk vs. Vista, Luffy vs. Lucci, etc.) You see it in all out clash.

Let's not forget even Chinjao made Garp sweat and struggle.

Chinjao could probably do everything Kuzan did and more, but it doesn't mean anything. Garp is still stronger.
