I honestly don't know at this point. I banked it on it happening in elbaf with mjolnir ideally, something similar to a mix of sogeking but it's usopp as himself and his insanely badass moment vs Mr 4 and miss merry Christmas but given Oda's abysmal handling of him post ts especially after Dressrosa, idk anymore tbh.
Alternatively I thought vs Auger would be ideal too, they use an entire huge island to duel each other other or at least 1 realm (if the 9 realms thing actually happened sigh) or area of Elbaf too. An island-wide duel but maybe even sniping from one island to another. We know pre TS Auger sniped a seagull far away from jaya itself whilst he was on jaya so he has godly range and his warp fruit is perfect for dodging, getting vantage points and also sneaking up on enemies too.
At this point idk what to expect for usopp. His plants have already become irrelevant too when they were so hype when they appeared too.
