If both Elbaf and Hachinosu kept certain DFs as treasures/royal heirlooms, then the islands might share some history together.

Well, Hachinosu is just a pirate haven, not really a country and definitely not as old as Elbaf. Someone likely stole Kaido's DF and brought it there. And then somehow the WG then stole it from there.

Hachinosu became a pirate haven thanks to Rocks, but it might have had an important history for him to single it out as his base of operations.
And we don't know which DF was kept there. I personally don't think it was Kaido's nor Kuma's, but I do hope it won't turn out to be the Gomu/Nika.
