Hanzo was literally the boogeyman for Jiraiya. Look at his reaction upon finding out who dealt with him. The man was on the border of passing out.

Defeating Hanzo was what convinced the village that Pain was a God.

So he would have been 51 when he died, which is many years after he was a violent young pirate, they could have been genuine enemies at one point depending on how WB felt about God Valley.
