The only reason to Oda make his design a mystery is because Xebec will return. Or he gonna be ressurected or he is alive

I am starting to think Lurking legend is indeed Xebec and is alive there is no reason for Oda not revealing his face .

Garp hasn’t outright stated Xebec died . Blackbeard has been biggest debate he is not a single person and Luffy has even called him “they” . I am definitely interested if someone actually makes Xebec theory , he might turn out to be bigger villain than Imu if he turns out to be alive .
