Yeah. In God Valley, Xebec still acted in a gray-ish area, since he was opposing genocide perpetrators and slave owners.
But with each new detail, Xebec appears to be no better. Likely, he didn't want to stop the abuses of the WG, but just to do them himself.

People was comparing him to Luffy, because wb called him idiot and said he would "lose the goal". But I'm sure he said that because he is chaotic. He is clearly evil, since Sengoku said that in Rocks crew the members used to kill each other.

There are two reasons I believe Roger and WB weren’t even a shade / hair / almost nothing but still stronger than Xebec :

- they were portrayed consistently as the two biggest pirate figures, the two pirate legends, above all the others.
They were the two most important pirates in the story : Roger the PK who started it all, Luffy model, the straw hat etc etc. WB was Ace father, his crew problems were the main plot driver in the first half of OP, Marineford, etc etc

Yeah we are learning more info avec Xebec etc currently but narrative wise Roger and WB are the gold standard for pirates and the two most important guys

- it’s a shonen, I have a hard time seeing a bad guy like Xebec being ultimately stronger than Roger

The treasure is probably the captain john treasure, that buggy is searching for. If you read the god valley chapter again, captain john says that its his precious treasure.

Also, if Xebec rejected Loki but took in a young Kaido, that just proves Kaido was a once in a lifetime monster.

Think about it, why is Oda reminding us of Kaido and Big Mom again?

Kaido was a late teenager, nearing his adult age.

They are far more important to the OP story than Xebec

they were both driving the whole plot

Roger started the whole manga and the quest to Pirate King was/is the main bread for 80/90% of the story

It's subjective. Roger was able to make it in the history books, be talked much by everyone, but Xebec was erased and kept a secret from the readers for decades. However, if Xebec truly inspired Blackbeard, Loki and Kaido, his influence cant be downplayed
