Roger represents Main Inspirational Figure of Story, He is what every Pirate Captain wish to be,
The whole point of his Existence is to encourage People that "You can do it! You can reach Top of The Mountain",
If He is only one "Capable" of reaching such Level, then it kills the whole point of who He is,
This is why We have so many other Roger-Like Characters, who are just Re-Skins of him, created for Different Audience,
It's Theme of One Piece to encourage People to chase their Dreams & prove that They are Attainable, not Impossible,
So other Goats are Created to show that you don't need to be like Roger to reach that Summit, Anyone can be Ronaldo of their People/Sport,
What if you're not a Pirate Captain, you don't chase Greatness? No, that's why you have Rayleigh to Inspire you,
What if you ate a DF & have it's Curse, you don't chase Greatness? No, that's why you have WB to Inspire you,
What if i was a Marine? Roger isn't an Inspirational Figure for us, instead our Goat is Sengoku,
What about Samurai who are Isolated, They don't know who this Roger of yours is, so Oda created for them Oden,
But Roger is a Peace-Main, what about Morganeers? Their Inspiration is obviously Xebec,
What about WG & CDs & Knights? You think They care about Roger? Their Idol is Garling instead,
Even Vikings & Giant Community, We already got Teased who their Roger/Oden/Garling is, it's obviously Harald,
All of these Characters have DFs/Weapons, can't Weaklings reach Peak? Yes They can, that's why there is Hero Garp to Inspire them (Like Koby)

So Rayleigh is just Subordinate Roger, WB is DF Roger, Xebec is Dark Roger, Oden is Samurai Roger, Garling is Knight/CD Roger, Harald is Viking Roger, Sengoku is Marine Roger, Garp is Hero Roger ... etc

And same apply to Mid Gen, instead of Roger We have Shanks, who also have his own Re-Skins,
It's an entire Pantheon of OPVerse,
Roger vs Any of his Re-Skins would end up same as Dorry vs Brogy,
Cuz it's not about Character A vs Character B, it's about Community A vs Community B, and any one beating the other would Contradict Main Theme of One Piece Story.

Ranking the four in terms of assist strength will be fun. Usopp and Law used other abilities while the other three used direct strength techniques.
