Gorosei and HKs might have separate jurisdiction. Like all Gorosei were previously HKs promoted to Gorosei which is more a political position whereas HK is a strength position. They dont control each other like Admirals and Warlords

If it turns out all have regen and some have CoC. With 8-10 HKs that can definitely balance Gorosei powerhouse
