Nah, the Gorosei can swim, we just haven't see it yet.

I imagine God's Knights can, as well. We'll probably see a God's Knight get tossed into the water, and see it do nothing soon.

Which begs the question: if devils themselves aren't weakened by water, why does trapping them into a fruit cause such weakness?
