At the very least, Gaban has to show off first. And even then, since the same happened with WB and Garp, Oda would have him cheapshotted, blackmailed, weakened, etc. before he Is beaten.

There is a difference between what Oda thinks and what people on Worstgen think. Yes, in Odas eyes getting the better of Jinbe and the others is hype worthy. Jinbe is not intended to be seen as weak in any way hence the reaction from Law and Kidd when he officially joined the SH's.
