Which I considered CoC from the first moment, since even letting Aokiji aside, Garp is a confirmed user of it.
I am not saying it was clearly stated, but imho it was already hinted by that scene and Gaban's role and style of fighting (fruitless, without special powers) would require it, given his fame.

My brother Luffy doesn't deserve the benefit of doubt with WSG , because he's already a confirmed user for AdCoC.
Garp is AdCoC user. And everytime he used it we saw lightening in his Hands.
