In fact, I have never believed in the HK as arc villians. Firstly because they weren't really that related to the arc, but mosty because it was always clear to me they are meant for far weaker opponents than Luffy.
Only Shamorck would have had the standing, but when Oda made him leave it was sealed for me it was Loki.

Loki has all: form the standing to the strength to plot connections. He even has the literal perfect power for the usual countdown of the arc.
