Oda could have made CoC this super rare power that 5, maybe 10 people max had It (as It seemed at MF).
In the moment Chinjao, Doflamingo, Boa (even though she had It form the beginning), Katakuri, Yamato, ecc... have It, there Is no reason at all to gatekeep It.
In fact, It's incoherent with the plot and with the 1 on a million statement.
