Honestly, I wish it isn't due to ACoC because it'd mean Luffy was stupid enough to not use ACoC on the Elders when they were jumped by them. I can't describe how retarded it'd be.

On the other hand, there was no lightning on Luffy's part and I guess, Oda just wanted to draw G5 more.

We don't know if acoc is the counter tho.

Gaben could be using a new version of acoc which is boosted by power of love.

Also, gorosei had coc and should have acoc too. So they also held back. Had goofy used acoc, gorosei could have used their own acoc and cancelled it out.

Goofy is still a clown.
