I do think Gunko is the most competent HK so far, but if Sommers had Colon as a hostage things would have went differently too.

Oda is a lousy artist! He lowered the quality of his work so much that it's indistinguishable from a 12 year old's fanfic. Any bum can stamp out 1000 chapters if he waters down all the work to his editors with occasional comments to direct them.
