Maybe Oda simply chose to go in a non-generic direction but I'd be extremely surprised in a shonen like One Piece if the series ends without Luffy managing to have more conquerors following him than Roger.
Now it's likely Sanji will awaken it, but we're still coming short. And even assuming Yamato does a Oden for the final voyage, it's still not enough to just match Roger.

I don't think Oden really counts since he was specifically on loan.

Luffy and Zoro have it now, Yamato has it, and it's only a matter of time before she joins them, and Sanji will probably awaken before she does.

If there is a fifth Conqueror on the Strawhats, I don't think it's Usopp. I think it's most likely to be Chopper or Robin, in that order, depending on what Oda has planned for their awakenings.
