His lineage gave him some pull in marine ford which was the main reason sengoku agreed to stop the war but he mostly came there in the end to make sure luffy didn't die and the hat didn't get destroyed

Wano really had nothing to do with him he only showed up cause he was tracking black beard

As for Elbaf I still think theres a high possibility he's working for his family/wg in secret so he likely won't come back to protect elbaf despite it seemingly being his territory
