She's far too passive in her role, and her positioning largely relies on complete unfamiliarity with the entire cast of egghead rather than any particularly amazing gambit on her part.

Additionally, she gets taken out rather unceremoniously with zero fanfare and then spends the rest of the arc basically being a Gorosei cheerleader.

York absolutely had the building blocks to be a great villain, but she's a lot of hot air in actual execution. Very much the same situation as Kaido.
