Danzo is a better villain than anything one piece has to offer, so far at least
The Admirals are the only characters on that level, need more screentime though
Kisame is another example of a great villain constantly recurring in the manga, Oda doesn't write this way, you only see a character once every 5-10 years
Fucks sake even the main character's father hasn't moved his ass for 25 years lmao

Akainu is much better villain than Danzo.
Danzo was doing nothing when Pain come. His actions are quastionable. He reminds me Orochi, honestly.
But he didn't look like a fool. Despite bad writing in the Naruto villains didn't look like completely idiots. still this doesn't mean they are better villains. Oda just uses contrast. The only character in OP that reminds me Naruto's villains was Katakuri.
