Crocodile was introduced very early before Oda had a proper concept of haki and all this shit, hence the "retcon" in term of strenght.
Hajrudin was introduced after the timeskip 70 volumes in and looked weaker than either Bartolomeo or Cavendish in the same arc. He's not supposed to be strong. Fighting Dory or Broggy would just confirm they're fraudulent like all giants and their updated bounty is misleading.
