Gorosei on Egghead was weakened, because they was too far from Imu. This will be the explanation, I believe.

Holy Knights didn't became weaker far away from Imu, because they are ageing, as normal human beigns.
 
Oda cares about powerscaling. If he didn't Momo would have beaten GB all alone instead of Shanks coming with his giga haki to save the day, rendering Momo speech about protecting Wano himself moot

Feats are part of portrayal, what people need to differentiate is there are feats for portrayal and feats for furthering the narrative/story. Broggy grabbing Imunko is a narrative feat while Gabans speed feats are portrayal feats.

And Hajrudin portrayal during DR was ass.
Hajrudin looked weak even in Dressrosa. Didn't even look ́ike the strongest grand fleet captain. Alabasta Crocodile only looks "weak" in retrospective because of shonen power inflation, but in that arc Luffy had to try 3 times to beat him extreme diff and had to recover for several days afterward.
 
Hajrudin was holding back in DR, he was not using haki, he was training his physicals to become Loki level with just natural strength
King Riku had no direct involvement in the defeat of Doflamingo who dethroned him. Just because there is a connection doesn't mean Oda is going to make anything of it. The reason is that Riku stands no chance against Doffy and neither did Law, even though both of these characters had far more reason to take down Doffy than Luffy ever did. They needed the help of a stronger force.
