We're 600 chapters into post timeskip if Sanji truly had better CoO then he would have had atleast one better feat which he doesn't despite him going all out. You comparing their hakis to each other is YOUR headcanon which isn't proved by the manga whatsoever.

bringing up a Luffy from 3 arcs ago BEFORE he had his main powerup for the entire series IN THAT ARC. Whatever may be the reason oda has chosen to give Luffy better observation, Luffy still has better observation at the end of the day and it got proved again this chapter. There's no narrative plot armour point for Luffy to realise Imu is there and Sanji to not when another third party character like Loki has realised it too
