The best thing to look at for episode ratings is no. of views relative to its general viewership during its airing era. That would tell you popularity of an episode
For example Zoro vs King got 78k views on crunchyroll which is actually much higher than the average. But luffy nika awakening got 103k views indicating this one was more hype (which is what matters in the end)

The polls are 100% fans tho. There is some recency bias in there for sure this was during Dressrosa which was actually top tier writing and got many ppl into the series. But if you were to take a popularity poll now Gunko wouldn’t even crack top 10 even I admit
