are Luffy/Zoro/Sanji (i will assume he gets it in this arc) going to defeat multiple HKs in this arc and following arcs while other SHs and allies sit in the background or Oda going to start gifting ACOC+ to everyone?

"ACoC" is a retcon. Everyone with CoC will auto use it like Zoro in Wano. The only "base CoC" people will be teenagers who just unlocked it.

It still exists imo. Oda has been implying with Sanji a lot, Garp has fist of love, Nami could hurt luffy with her punches, Kinemon miraculously cheated death and can make fire with no explanation (although so can Zoro and Sanji and some others), Gaban is the minister of love, the love fruit is one of the most powerful in the series and Blackbeard wanted it personally, some people thought Kuma doing what he did despite being brain dead and dying for real was love to try and save Bonney and thus overcoming the impossible too, like Sanji deflecting the laser here, maybe a Bucanneer trait even?

Sora tried to save her children from Judges evil experimentation using her love too and Sanji the most love themed SH retained his emotions due to her and is the "kindest person" according to his own sister and some others IIRC and Sora ultimatley sacrificed herself out of love to save her children, much like how Zeff, Bellemere, Tom etc sacrificed themselves for their beloved children and Shanks also did the same to Luffy with his arm etc.
