THEN, he says that it can be applied internally for extra effective damage by going beyond it.
It's not necessarily STRONGER, but MORE EFFECTIVE.

It's possible that there's a similarity here. What Luffy did was use CoC "coating", but Kaido himself says it's "crude".
Everytime we get these haki boosts, the characters still need to actually master it.
Back in Alabasta, when zoro first used haki to cut Mr1's steel body, he still needed to train it. There are panels of him on the ship complaining that he didnt know how to use that technique at will still.
Then, during the fight against Ohm and his IRON cloud dial, Zoro learned to combine both his ranged slash he learned by fighting Bhram, with the technique he used against Mr1, in order to defeat Ohm.
The only actual asspull PUs were in Ennies Lobby.
Out of nowhere these fuckers had those new powers with no issues whatsoever, aside from Luffy having the tiny form after gear 3rd.
If you re-read sabaody, you will see that Ray's intro is nothing different from anything convenient character intro we have now.

Sometimes it's not that the story changed much, it's more that WE changed. We hold on to some aspects of pre-TS through nostalgia glasses, but criticize it now because we grew past that, but dont have nostalgia to carry our feelings.
So just enjoy the ride and dont overthink it much.
