No, he's right. Observation haki is mihawk's, he can use it whenever. Using let's say Firefox sword style is specifically for swords. King doesn't need to use his sword for lunarian stuff. Fujitora doesn't need to use his sword for stuff. King uses his fire from himself in combination with his sword cause that's what he prefers. Same with fujitora. Using a sword for let's say king's attack helps guide it to where he wants it to go. For fujitora hes blind and having a sword or whatever helps guide a giant meteor or whatever. Observation is more passive than it is an attack

The point is, Fujitora uses that China version of ACoC to enhance his swordsmanship (gravity blade), him being able to throw rocks from the skies any solid high tier can slice through and lifting rubble are nice side skills but ultimately useless when the creme de la creme meets.
