It depends. The Admiral fandom is in somewhat of a schism over this issue. I'm on the side that Akainu mid diffs the "weakest" Admiral, but then there are others that think they all pretty much go either way.

I'd like to imagine it was that Holy Knight at God Valley with the animal skull on his head, but he's likely not a top tier.

All gorosei are accounted for i think. Saturn was in godvalley and survived after all.

Maybe Peter's predecessor? Seeing as how he is so young.
