Highly depends on what happened.

If it remains a random Admiral with no background and even name, It's clearly the weakest of the bunch since as always flashed out characters are stronger than unnamed counterparts.

If there Is something more (and "murdered" + not showing anything It's pretty suspicious), we have to wait and see what happened.
