Who said it took both Sengoku and Garp? Sengoku was perfectly ready to take him on. The only reason they teamed-up is because fights on that level usually take days and would have ended Marine Ford. You can't have that at the Marine's home base. Plus it was a simple way for Oda to make Garp look stronger than Roger by taking out his rival when Roger couldn't.
