High IQ? It was Tobirama who noticed the block against Sage Jutsu and quickly came up with the combo with Naruto on the spot. You can give it to Minato because Minato got to show out more of his arsenal, imagine Tobirama show casing his full power and not limiting himself to not using the forbidden jutsus he himself created.

Forbidden jutsu comes with consequences.
Again Chakra issue. He was never said to have massive Chakra pool like Hashirama.
Rather he was more talented than hashirama in building more Jutsu's.

It’s honestly so over for Shiki fans, being paired with an absolute nobody like Silver Axe (who Oda couldn’t be bothered to come up with a proper name for) pretty obviously disqualifies you from being PK level.
