I am under an assumption that bar Roger pirates, Xebec already won over all the strong pirates through Davy back fights.
The eldest in Rocks crew at the time of God Valley was WB - 36. Shiki was also around 30-35.
Roger, wb, Garp and shiki are around the same age corner.
And, from both Wb and Shiki conversation, the chemistry doesn't give vibe of old ossan leading the crew.
But more like an elder stronger brother being the captain.

Shiryu is the main reason garp lost or else garp would have beat kuzan and left
? He threw shiryu he didn't punch him and again shiryu got up straight away laughing
Akainu Is above just like BB, even though he has a similar relationship with Shanks, Is going to be above Shanks himself.
Kuzan though Is a beast: the Shanks of Garp is the best compairson one could use imho.
Not to mention there are ton of connections too, like both "failed" (Shanks Is not PK Just like Aokiji Isn't GA), both have a rival at which they are inferior, but were ore going to be defeated, etc.
And you'll see when Aokiji's 4B bounty as a subordinate will be revealed.

Kuzan though Is a beast: the Shanks of Garp is the best compairson one could use imho.
