How do you still think this after this chapter? Oda literally introduced them as equally matched in a clash, not to mention Garp previously said they both nearly killed eachother multiple times.
Because Oda has also made it abundantly clear for decades that Whitebeard was the only man who was as strong as Roger.

Roger and Whitebeard draw with each other, both extreme diff Garp. Nothing in this chapter changes that. Oda just wants them both to look good.

I can throw a scan of Whitebeard and Oden being equally matched in a clash, it doesn’t make them equals either.

Ngl, as good as Garp looks here, it is still a couple years before GV, I think WB became his major rival after that point, which is why Buggy says only Whitebeard had equally matched Roger, because that´s all Buggy ever saw. I could be wrong though, but even Shiki hypes up Roger above Garp and Sengoku

Sure, but we know Whitebeard > Oden because we're shown that multiple times. We're never shown Roger > Garp, otherwise Garp wouldn't be consistently chasing Roger around the sea and nearly killing him as well
