I believe the Roger pirates went to get back Gloriosa from the Rocks piraets after she was forced to join through a davy back. If Shakky asked for help to get her captain back they definitely would do it.
Other parties like the Rocks pirates and marines were on GV for their own reasons though imo.

Xebec was a major threat for Imu. Look, he recruited CoC users.
I think Silver Axe, the Marine spy, stole the devil fruit and gave it to the Marines to lure Xebec to God Valley.
Giving her popularity it is unlike that the Kuja pirates wouldn't be there in my opinion. Or that they'd ally to World Governament EVER at any point after that.
