Amazon Lily is based on Chinese culture and architecture too and the Chinese have genocided millions of baby girls over 2000 years at least (random morbid info), so Oda could be doing a Parallel to that with the Kuja? Given how weird and fantastical One Piece us including Rouge supposedly having Ace for 20 kinths pregnancy, Kuja only having female babies is definitely plausible too ofc but I wouldn't be surprised if they had male babies that were "silently disposed of" in some way.
